Housing’s Operation Move-In
Housing’s Operation Move-In for residential students moving into their housing complex will be August 17th– 20th.
During this time, several general lots as well as the following reserved lots will be closed as part of the move-in process: lot 39, part of lot 26 near JO, Garage 50, 47 and 47 1-4. CLICK HERE for a map of the full list of reserved and general lots being utilized for OMI.
If your reserved lot is affected by OMI, you may park in lots 26, garage 31, lot 12, or any general lot not being utilized for OMI that day. Accessible (Disability) spaces will still be available in those lots.

Lot 12-Lower (Formerly lot 11)
Due to a critical garage repair project on the top level of the Lupton Garage, the bottom level of Lupton Garage (formerly lot 11) has been converted to a reserved lot for the Fall 22 and Spring 23. Once the top level of the Lupton Garage is available later in the Fall, it will become additional general parking. You must have a reserved lot 12 permit to park in lot 12 Lower.
First Week of Classes
All parking rules must be followed during the entire semester. On Monday (8/22) and Tuesday (8/23), Parking Services will be issuing warnings for No/Expired Permit in General Lots Only. Vehicles parked without the correct permit will be citedin Reserved Lots beginning Monday (8/22). Vehicles that are parked outside of a designated space (see HERE for definition and FAQ) or in an unsafe manner will be cited regardless of location. Vehicles parked in a disability/accessible space or access aisle without a state-issued disability permit will be cited.
Please allot additional parking time for the first two weeks of the semester. General lots closer to the core of campus tend to fill faster than the outer general lots.
Available General Parking Expectations
Please note that as we are expecting a “normal” amount of vehicles this semester, general parking will not be as easily available as it has been for the last year. You should expect that the general lots closest to the academic buildings will be full during the peak academic hours on campus and that your best option is to start looking in the outer general lots instead of circling the same general lot waiting for a space to open. General lots are “first come first served” and you are not guaranteed to be able to park in a particular general lot.
Historically, general lot 45 near Engel Stadium does not fill up at any time during the year. This lot also has a shuttle which picks up every 7 minutes and takes you to the core of campus. This is usually a much quicker option than circling general lots closer to the core of campus during peak times. Click HERE for information about the campus shuttle. Virtual Parking Permit
Virtual permits are used at UTC instead of a physical hangtag permits.
Instead of a physical permit to display, each student/faculty/staff will register their vehicle’s license plate and then park where their virtual permit allows.
In essence, your license plate is your permit! You must ensure that your vehicle is registered and linked to your purchased permit.

Where can I park with my permit?

General Permit- Valid for all General lots. Marked in Gold on the map and signage.
Reserved Permit– Valid for the Reserved lot selected at time of purchase and General lots. Not valid in other Reserved lots.
West Campus Garage 50 Permit– Valid for all three levels of Garage 50 and General lots. Not valid in other Reserved lots.
South Campus Lot 47 Permit– Valid for 47, 47-1, 47-2, 47-3, 47-4 and General lots. Not valid in other Reserved lots.
How do I register my vehicle?
You can register your vehicle at any time using these instructions:
- CLICK HERE to access the UTC Parking Portal
- Login using your UTCID and UTC Password
- Click “Permits” at the top and “View your permits”.
- Add/Remove vehicles as needed. Vehicles connected to your virtual permits are the only ones allowed to park.
- If you currently have more than three, you must delete vehicles until you reach 3 or less before attempting to add more.
New Plate Number or Rental Vehicle
As many of you know, Tennessee is issuing new license plates during the annual vehicle registration renewal.
Please be sure to update your permit with your new license plate before you park on campus in order to not receive a citation.
The same applies for rental vehicles, simply add the plate to your permit and then remove when you no longer have that vehicle.
How many vehicles can I have on my account?
You may register up to three vehicles to your virtual permit at a time. You can remove vehicles from your account at any time as long as there are no active citations associated with that vehicle.
Any registered vehicle on your virtual permit can park in the lot that you have a valid permit for. However, only one vehicle per permit is allowed to be parked on campus at a time.
If more than one vehicle with the same permit is found on campus at the same time, one or both of the vehicles will be cited.
How will Parking know which vehicles have virtual permits?
UTC Parking enforcement utilizes LPR (license plate recognition) on specially equipped vehicles to efficiently read the license plates parked on campus to make sure that they have a valid permit for that lot.
Any vehicle parked on campus without a valid virtual permit will receive a citation. No read data is retained for vehicles parked on campus that do not receive a citation.
Are there any rules to how I park?
As your license plate is your permit, it will need to be displayed appropriately per the UTC Parking Rules:
- License plate must be visible from the parking lot driving lane (vehicle must be nose-in, no backing in to spaces).
- License plate cannot be obstructed in any way (an obstructive object, dirt, covered, missing, etc.)
- Vehicle must be registered in order to park. Unregistered vehicles, even if the owner has purchased a permit but failed to register the plate to the permit, will receive a citation.
- The Reserved/General lot system will stay the same

Permit Refunds
Parking permits can be refunded up through the second week of each semester. Refunds will be issued for any unused semester for multi-semester permits. The deadline for a prorated refund for a Fall 22 permit is September 2nd at 5pm.
Split Lots
There are two split lots (Reserved spaces and General spaces) on campus: lots 59 and 61. Please note that the reserved spaces are each marked “Reserved”. You must have a reserved permit for those marked spaces, general permits may park in the unmarked spaces.
Community Parking
Many of the non-UTC parking spaces that surround our beautiful campus are privately owned and are subject to their own regulations and enforcement. Examples of these non-UTC parking spaces are: Brown Academy, Blood Assurance, Fort Wood subdivision, City street parking, several churches and many other members of the community. We would like to emphasize that UTC parking permits are not valid in non-UTC parking lots or city streets. We would also ask that all students, faculty, and staff please respect these community partners by not parking in their parking spaces without permission.
