For out-of-state students who are now going to be taking classes online, basically, is there any concession to match their tuition to in-state tuition levels?

No, those students are still classified as out-of-state residents. Undergraduate students who come from one of the eight states bordering Tennessee (along with South Carolina) have already qualified for a reduced tuition rate. Those rates are based on the standard fee schedule and not on any revisions to the fee schedule.
