Laird & I both just experienced an annoying, persistent “Needs Password” error in Outlook.
We checked HelpDesk & it seems to be occurring all across campus, both for 2010 & 2013. Changing the password, restarting computer & entering the correct password doesn’t necessarily resolve the issue. It didn’t for Laird, whereas restarting Outlook & re-entering my password seemed to work for me. So far.
A workaround if you aren’t able to receive new email or connect is to log in via xmail.utc.edu, until this gets resolved by campus.
