When a new committee reviews the State of Tennessee’s existing outcomes-based funding formula for Tennessee Higher Education Commission (THEC) consideration, UTC will have a seat at the table. Dr. Richard Brown, Executive Vice Chancellor for Finance, Operations, and Information Technology at UTC, was appointed to the committee by Dr. Russ Deaton, Interim Director of THEC.
The formula was originally developed in response to the Complete College Tennessee Act of 2010 with input from higher education institutions, governing boards and state government as well as from chancellors and presidents. The 2015-20 Formula Review Committee will take a broad perspective on the policy issues with the goal of establishing an outcomes-based formula that is reflective of current public policy and the needs of Tennessee, the students of Tennessee and higher education institutions.
Committee members will work closely with THEC staff over the coming months and ultimately will make a recommendation to THEC at its July meeting for the new iteration of the outcomes-based funding formula.
Brown served on the first formula funding committee, and he is honored to continue with the newly formed committee.
“This committee’s work will continue to create opportunities to access higher education, to graduate all students who participate in higher education entities in a reasonable time frame, and ensure adequate benchmarking for funding and assessment for funding of higher education in Tennessee,” Brown said.
He adds that UTC continues to perform at high levels in the current outcomes-based framework.
