Dr. Frederick Obear, University of Tennessee at Chattanooga chancellor from 1981 to 1997 and interim chancellor from 2004 to 2005, died July 24, 2026. He was 91.
Born and raised in Massachusetts, Dr. Obear graduated from the University of Massachusetts at Lowell with a bachelor’s degree in chemistry in 1956 and received his Ph.D. in chemistry from the University of New Hampshire in Durham in 1961.
From 1960-1981, he worked at Oakland University in Rochester, Michigan, where he held the positions of professor of chemistry, dean of freshmen, provost and vice president for academic affairs.
As UTC chancellor, Dr. Obear was initially tasked with strengthening University governance and refining and focusing the University mission. The student population when he became chancellor was just over 7,000. By the time his tenure ended, that number had increased to over 10,000.
His many highlights as chancellor included introducing undergraduate programs in physical therapy and legal systems. Graduate programs expanded in English, nursing, business, public administration and environmental sciences.
“Dr. Obear was, in every sense, a true leader,” UTC Chancellor Lori Mann Bruce said. “Part of what made him so very special was that he showed us how someone can be a strong, effective and transformational leader while always having a gentle spirit.
“When I had the opportunity to spend time with him, I wanted him to know something clearly: this campus loves and adores him. I wanted him to know that his impact here has been profound and lasting, and that generations of people have benefited from his leadership.”

Dr. Obear’s tenure also set the foundation for institutional expansion. He strongly advocated for tuition breaks to students in neighboring states living within the metropolitan Chattanooga area. He also began the push to make UTC a destination for out-of-state and international students, laying the groundwork for the expansion of on-campus housing.
His tenure did come with personal loss. His first wife, Trisha, suffered an aneurysm in late December 1993 and died unexpectedly at the age of 56. In her honor, he established the Patricia Draper Obear Distinguished Teaching Professorship. His mother, Dorothea, was a frequent campus visitor before passing away in 1986; he established the Dorothea Woods Obear Scholarship in the Honors College in her memory.
While on sabbatical leave from UTC after 16 years of service, Dr. Obear served as acting vice president for academic and international programs for the American Association of State Colleges and Universities—spending one year in Washington, D.C.
He returned to UTC in a part-time teaching/part-time administrative role before serving as interim chancellor from 2004-2005.
In retirement, Dr. Obear was involved with two consulting firms: the Penson Center for Professional Development and Capital Formation Counselors, a strategic planning group for large, family-owned, privately held corporations. He was also an active member of Chattanooga’s Rotary Club and served on numerous nonprofit boards.
He was a longtime member of the American Chemical Society, the American Association for the Advancement of Science and the American Association for Higher Education. He was the recipient of the ACE Fellows 25th Anniversary Service Award and the Jewish National Fund Tree of Life Award, and he received an honorary Doctor of Humane Letters degree from the University of Massachusetts at Lowell.
Dr. Obear and his second wife, Ruth, were often found in the stands at UTC sporting events. Their enthusiasm for Mocs athletics earned them much recognition; they won the athletic department’s Harold Wilkes Award and the Greater Chattanooga Sports Hall of Fame’s Fred Gregg Jr. Memorial Award.
Ruth Obear passed away in 2024.
Dr. Obear is survived by three children, Jeffrey, Debbie and James; seven grandchildren and three great-grandchildren.
Dr. Obear’s family will host a reception to honor his life on Friday, Oct. 9, on the UTC campus. Details to follow. His ashes will be buried in a private family celebration at a later date.
